Certificate of Professional Competence for transport managers


The Transport Manager CPC is a legal requirement of the O'Licence system for both Standard National and International licences.

To grant a standard National ‘O’Licence for freight operations, the licence holder must hold, or have access to, the services of someone who holds a valid Certificate of Professional Competence.
 
Legislation restricts the number of operator licences and vehicles on which an external associate CPC holder can be named.

The CPC is a qualification issued on behalf of all EU national transport departments (DfT) in the UK.
 
Merlin Academy offers CILT accredited Transport Manager's CPC training six times a year.

WHO IS THE TRANSPORT MANAGER CPC QUALIFICATION FOR?
  • Transport Managers or aspiring to the role of transport manager and will have responsibility for the holding of an organisation’s Operator’s Licence, or Demonstrate their professional competence to meet Operator Licencing requirements
  • (Holding a CPC is one of the elements an applicant must satisfy for the Transport Commissioner to grant an ‘O’ Licence)

ASSESSMENT
  • The CILT(UK) approved Level 3 Certificate of Professional Competence (Road Haulage) consists of two open book written examinations
  • Each exam lasts two and a half hours. 
  • Learners must achieve a minimum score of 60% on each paper In order to be awarded the qualification
 
EXAM CONTENT
Each exam paper is in two parts
Part A:
  • 20 mandatory short-answer questions,
  • Requires answers in the form of a few sentences, or simple calculations 
  • This part will test knowledge of both national and international areas of the standards
Part B:
    • 4 long-answer/case study type questions (3 to be answered)
    • Requires longer answers in the form of an essay or a more lengthy calculation.
    • Test application of knowledge of both national and international areas of the standards.
    • Learners will not be expected to give, nor will they be able to gain marks for demonstration of straightforward knowledge; for example, lists of bullet points of facts.

      ALLOCATION OF MARKS - 2 PARTS OF EACH EXAM PAPER
      • Short-answer questions in Part A - a maximum of 2 marks each - with a total of 40 marks available
      • Worth a maximum of 40% overall
      • Long-answer/case study questions in Part B - a maximum of 20 marks each - with a total of 60 marks available. 
      • Worth a maximum of 60% overall
      • Learners must achieve a minimum score of 60% on each paper In order to be awarded the qualification
       
      HOW LONG DOES THE TRANSPORT MANAGERS CPC TAKE
      • 160 hours
       
      IF YOU FAIL
      • If a Learner fails the same examination three times - they will be required to re-register onto the qualification.  
      • If they have already passed one examination - they will be able to carry this forward as long as the qualification Standards have not changed
